FTC fines Xanga for violating kids' privacy
Social networking Web site Xanga.com will pay $1 million â the largest penalty for violations of the Children's Online Privacy Protection Act â for allowing kids under 13 to sign up without getting their parent's consent the FTC said Thursday.
